Yes, and No, in the sense that it refers to people that have finished their medical education outside of the U.S and implies a few more steps than someone with the MD status should do. ECFMG was founded in the 50s to assess, through a program of certification, if international medical graduates had the appropriate level to enter residency or fellowship programs in the U.S. that are accredited by the Accreditation Council for Graduate Medical Education (ACGME)

ACGME requires International Medical Graduates that enter ACGME-accredited programs to be certified by ECFMG. The ECFMG certification is also needed for the last step in the United States Medical Licensing Examination (USMLE).

All international medical graduates are required to be certified by ECFMG and fulfill other additional requirements such as examinations in the medical sciences, evaluation of English proficiency or documentation of all medical education credentials, in order to obtain an unrestricted license to practice medicine in the U.S.
