The No Child Left Behind (NCLB) law was enacted by the United States government in 2002 to hold schools accountable for student's progress and have a set goal of making sure that no child devoid of education in the future. To receive the NCLB certificate, the teacher is required to be highly qualified. The term may be vast in reference but it means that you must have the basic education qualification of a bachelor's degree, full state certification as defined by the certain state you will be teaching in and possessing competency and experience in the core subject to the standards required by the state. Taking a test to be qualified is not mandatory for the teacher, unless you are applying for a elementary teacher position.

But there has been changes to the NCLB program, it is now been converted to the Every Student Succeeds Act (ESSA) as of December 10th 2015, enacted in 2017 by the U.S. government. It is an update to the NCLB act which demands accountability of education of students from states and focuses on the performance of the student.
