Typically speaking, this is because plumbers will often need to go through an apprenticeship program before they can become licensed in their own right, regardless of whether they have gone through a formal training program or just gained all their experience on a job site. Apprenticeships are necessary because it takes at least 3-5 years before a tradesperson because proficient in their respective field, and by going through an apprenticeship program they will have an established professional that can speak to their skills and vouch for their readiness to be classified as a journeyman and get certified.
