Charter Oak State College is an online public college that is part of the Connecticut State System of Higher Education. The school is dedicated to offering a variety of affordable and diverse program options for adult learners seeking a degree or certificate. Charter Oak also offers more than 300 online courses that can be taken without enrolling.

Charter Oak offers four undergraduate degrees in general studies as well as Bachelor of Science programs in cyber security, health information management, and health care administration. There are 14 concentration options for the general studies bachelor's degree program, including business administration, criminal justice, psychology, and information systems studies. Short certificate programs are also available in fields ranging from land surveying and infant-toddler care to health insurance customer service. All online students have access to a variety of student services that include an online library, free tutoring services, academic advisors, and a virtual student lounge.

Applicants are required to have earned at least nine credits prior to enrolling, but there are a variety of ways to meet this requirement at Charter Oak. This online school not only accepts transfer credits from other colleges and universities, but it also awards credits for standardized tests (such as the CLEP and DSST), credential and portfolio evaluations, military training, and other training programs approved by the Connecticut Credit Assessment Program.
