The Jack Welch Management Institute MBA is not considered an executive MBA. In fact, the MBA program at Jack Welch is an intensive, full time program that gives disciplined students the option to complete the program in just 18 months, but that is taking heavy course-loads every semester and going to school through the summer; but having the option to complete the program so quickly is very beneficial to some students.
This is in stark contrast to an executive MBA program, that is also an intensive program, however it is only a part time, weekend program aimed at enhancing the skills of experienced business professionals.
It's also worth noting that the Jack Welsh Management Institute is a for-profit, online college that is not able to offer everything a traditional university can offer in terms of resources for students. In fact, executive MBA programs stand strongly against the program moving online for fear of compromising its reputation of being an intense, quality education program and becoming less rigorous altogether.
